SECTION ONE
PURPOSE, SCOPE, BASIS, AND DEFINITIONS
Purpose
ARTICLE 1- (1) The purpose of this regulation is to define the bases on which the implementation of education, examination, and evaluation are carried out within the English Preparatory Program, School of Foreign Languages.
Scope
ARTICLE 2- (1) This regulation includes the basics of education, measurement and evaluation, and English proficiency that are carried out within the English Preparatory Program (compulsory and optional), School of Foreign Languages for associate, undergraduate, and graduate students of Izmir University of Economics.
Basis
ARTICLE 3- (1) This regulation has been prepared based on Law No. 2547 on Higher Education dated 4 November 1981, and the “Regulation on Principles for Foreign Language Teaching in Higher Education Institutions and Teaching in Foreign Languages” published in the Official Gazette dated 23 March 2016 and numbered 29662.
Definitions
ARTICLE 4- (1) The references in this regulation are as follows;
a)IDBS(Placement Exam): Placement Exam administered by Izmir University of Economics,
b)IUE: Izmir University of Economics,
c)PIE: Proficiency in English Exam administered by Izmir University of Economics,
ç) Senate: Senate of Izmir University of Economics,
d)SFL Board: Board of School of Foreign Languages of Izmir University of Economics,
e)SFL Administrative Board: Administrative Board of School of Foreign Languages of Izmir University of Economics,
f)SFL: School of Foreign Languages of Izmir University of Economics.
SECTION TWO
EDUCATION IN THE ENGLISH PREPARATORY PROGRAM
Compulsory English Preparatory Program
ARTICLE 5 – (1) The objective of the education in English Preparatory Program is to enable the students gain language skills that they will be able to use in their academic and professional lives by improving their reading, writing, listening, and speaking skills to reach Common Framework Program of European Languages B2 Level. Students, who enroll to programs in which the medium of instruction is totally or partially in English, take compulsory preparatory education in foreign language.
(2) In Compulsory English Preparatory Program, regular education period is one year, and maximum education period is two years. Students, who fail to complete the Compulsory English Preparatory Program within two years, are dismissed from the University. If they wish, these students may apply to be placed into Turkish programs by OSYM.
(3) Students, who are dismissed from the Compulsory English Preparatory Program, are given rights to attend exam for three times to be used in three years upon application. These students cannot benefit from any of the rights other students benefit from. The period spent for taking the exams is not counted against their education period. Those who successfully pass the exams, can re-register by meeting the renewal of registration terms, and continue with their education from where they left off.
Optional English Preparatory Program
ARTICLE 6 – (1) Students, who are enrolled in a program in which the medium of instruction is Turkish, may enroll in optional English preparatory program if there is vacancy.
(2) Maximum education period in optional preparatory program is two years.
(3) Students, within the scope of this article, will be able to continue with programs they enrolled in starting from the end of the first semester regardless of their success or failure in preparatory program if they wish.
(4) These students also may take PIE exam during their education period on condition that they apply with a letter of application seven days before the latest before the PIE exam dates.
SECTION THREE
STRUCTURE OF EDUCATION IN THE ENGLISH PREPARATORY PROGRAM
Modular System
ARTICLE 7- (1) An academic year in the English Preparatory Program consists of four modules, and each module lasts for eight weeks.
(2) Students, who pass the placement exam but fail the PIE exam, and students, who fail the placement exam, are placed into level groups A, B, and C based on their scores, and start education in English preparatory program.
(3) (Changed SD 07.08.2024-535-2024/15-C1) In each module, students are given in-module assessments, the number, content, and weighting of which are specified by the SFL Board, and these assessments are announced to the students.
(4) (Changed SD 07.08.2024-535-2024/15-C1) The modular system in the English preparatory program consists of the following levels:
a) Level A (Elementary Level): Students, who start the modular system in level A, continue with levels A, B, C, and D respectively. Students in level A are eligible to take the PIE exam if they successfully complete each module they attend.
b) Level B (Pre-Intermediate Level): Students, who start the modular system in level B, continue with levels B, C, and D respectively. Students in level B are eligible to take the PIE exam if they successfully complete each module they attend.
c) Level C (Intermediate Level): Students, who start the modular system in level C, continue with levels C and D respectively. Students in level C are eligible to take the PIE exam if they successfully complete each module they attend.
ç) Level D (Upper Intermediate Level): Students, who start the modular system in level C, continue with level D. Students in level D are eligible to take the PIE exam if they successfully complete the module they attend.
(5) (Added SD 07.08.2024-535-2024/15-C1) Those, who are exempt from the PIE within the scope of clause seven of article 14 of these principles by successfully completing level D, or who are successful by taking the PIE within the scope of clause two of article 13, can continue the "Pre-Department Program". In the transcripts of these students, their averages for the year in which they are exempt from PIE within the scope of clause seven of article 14 or the scores they receive from PIE within the scope of clause two of article 13 are recorded as "S-Satisfactory" grade, which does not affect the average at the end of the relevant academic year. Grades received in Pre-Department Program are evaluated within the scope of IUE “School of Foreign Languages Undergraduate and Associate English Language Programs Fundamentals of Education and Evaluation Principles”.
(6) (Added SD 07.08.2024-535-2024/15-C1) Students who have successfully completed level D but failed the PIE can continue the "Support Program for PIE" if they wish. Students studying in this program are admitted to PIE even if they do not meet the attendance requirements. If students meet the attendance requirement, the grades they received from the exams given in the program are added to their PIE grades at the end of the relevant module, at the rates determined by the SFL Administrative Board.If students do not meet the attendance requirement, the grades they received from the exams given in the program will not be taken into account when determining their PIE grades at the end of the 2nd, 3rd and 4th modules.
English Preparatory Support Program
ARTICLE 8- (1) Students, who are not successful after two semesters, may continue their studies in the English Preparatory Support Program in the following semester if they choose to do so, on the condition that they re-register.
(2) A system based on semesters is implemented in English Preparatory Support Program. Students in the English Preparatory Support Program are placed into two groups based on their levels; Support 1 and Support 2.
(3) (Changed SD 07.08.2024-535-2024/15-C1) Even if they do not meet the attendance requirement, these students may take the PIE exam, however, the grades these students receive from mid-term exams are not taken into account when determining their PIE grades at the end of the 2nd, 3rd and 4th modules.
If students meet the attendance requirement, the grades received from mid-term exams are added to their PIE grades at the end of the relevant module, at the rates determined by the SFL Administrative Board.
(4) (Added SD 07.08.2024-535-2024/15-C1) Students who fail the PIE exams they took in the Fall and Spring semesters and at the end of the year after studying in the English Preparatory Support Program are given the right to take the PIE exam, which is administered for newly registered students, before they are dismissed from the program.
Non-Compulsory Attendance Status
ARTICLE 9- (1) Students, who are not successful after two semesters and who do not wish to continue with the English Preparatory Support Program may apply to be in the “Non-Compulsory Attendance” status.
(2) The time spent in this status is considered equivalent to the time spent in the English Preparatory Program.
(3) (Changed SD 07.08.2024-535-2024/15-C1) These students do not attend the courses in English Preparatory Program, however, earn the right to take PIE exams administered at the end of fall and spring semesters and at the end of the year.
Summer School
ARTICLE 10- (1) The Summer School Program is offered for those who have failed in any of the levels during the academic year, or those who have not achieved the minimum score on the PIE exam.
(2) Students, who meet the attendance requirements of summer school, qualify to take the PIE exam administered at the end of the program.
SECTION FOUR
EXEMPTION AND EXAMS
Exemption
ARTICLE 11- (1) ( Changed SD 26.08.2020 408-A/5-BTD 29.09.2020-44) Students, who fulfill the requirements specified below, and certify this by submitting the necessary documents in full, will be exempt from the English Preparatory Program:
a) Students, who achieve the scores determined by the senate of the higher education institution in international foreign language exams that are considered equivalent to centralized foreign language exams recognized by the Higher Education Board,
b) Students, who received education at a higher education institution, where the medium of instruction is English and the citizens of that country attend to, in a foreign country where English is the native language at least in last three years.
c) Students, who received and completed their secondary education at a secondary education institution, where the medium of instruction is English and the citizens of that country attend to, in a foreign country where English is the native language at least in the last three years,
ç) ( Changed SD 26.08.2020 408-A/5-BTD 29.09.2020-44) Students, who successfully completed or were exempt from English preparatory program at a higher education institution affiliated to Higher Education Board within last three years.
d) ( Add SD 26.08.2020 408-A/5-BTD 29.09.2020-44) Students, who received continuous education at a higher education institution affiliated to Higher Education Board where the medium of instruction is English within last three years before the date of their application to our university,
e) (Changed SD 25.08.2021 445-A/16) ( Add SD 26.08.2020 408-A/5-BTD 29.09.2020-44) Students, who apply to an undergraduate or master's program where the medium of instruction is English within three years following their graduation from a higher education program where medium of instruction is English.
(2) Validity period for exams that is determined by the respective institutions conducting the exam is taken into account in order to take the scores obtained in exams specified in item (a) of this article. In the event that the validity period for the exam is not specified, Higher Education Board determines the period.
(3) The validity period for Proficiency in English exam, conducted by Izmir University of Economics, is 3 years.
(4) Students need to submit the original copies of the documents during registration period, which will be used for exemption from English Preparatory Program, to the School of Foreign Languages.
(5) The School of Foreign Languages reserves the right to demand the delivery of the results by the issuing institution, investigate the exam results, and refuse the external results when in doubt.
Placement Exam:
ARTICLE 12- (1) An exam that aims to determine the language level of all newly registered students who will study in English preparatory program.
(2) (Changed SD 07.08.2024-535-2024/15-C1) Students, who score 70.00 and above in this exam, qualify to take the PIE (Proficiency in English exam). Those, who fail to score the minimum score in the placement exam, continue the English preparatory program based on their scores.
(3) Those, who fail to score the minimum score in the PIE exam, continue the English preparatory program based on their scores.
Proficiency in English Exam:
ARTICLE 13- (1) The PIE exam determines whether or not a student has sufficient knowledge of the language to follow an academic course of study. This exam measures students’ language proficiency in grammar, reading, listening, note-taking, writing and speaking.
(2) (Changed SD 07.08.2024-535-2024/15-C1) (Changed SD 25.08.2021 445-A/16) In associate, undergraduate and master’s programs with English preparatory programs, those who score equal to or above 40 percent of the total score of each section of the PIE (in writing, listening and reading, grammar and speaking sections) and students, whose PIE total scores are 65.00 in associate and undergraduate programs, and 70 and above (80 and above for the English Language Education Master's Program) in master's programs, are considered successful in PIE and pass to the course stage in their programs. "S-Satisfactory" grade is recorded on the transcripts of students who are successful in the PIE, as a grade that does not affect the average, and "U-Unsatisfactory" grade is recorded on the transcripts of those who are unsuccessful. Students are required to attend all sessions of the exam. Students, who fail to score the minimum score in the PIE exam, continue the English preparatory program based on their scores.
(3) (Changed SD 07.08.2024-535-2024/15-C1) Students, who do not renew their registration in the spring semester of the relevant academic year, can only take the PIE exam given at the end of the academic year if they are enrolled in the English Preparatory Summer School Program.
(4) ( Added SD 26.08.2020 408-A/5-BTD 29.09.2020-44) There is no retake exam for PIE Exam.
Modular System Assessment Methods
ARTICLE 14- (1) (Changed SD 07.08.2024-535-2024/15-C1) Modular system assessment methods consist of In-Module Assessments and End-of-Module (Gateway) Exam. The number, content, and weighting of modular system assessment methods are specified by the SFL Board and announced to the students on SFL website.
(2) (Changed SD 07.08.2024-535-2024/15-C1) In order for students to be able to take the End-of-Module (Gateway) Exam administered at the end of levels A, B, and C, they must score a minimum total score of 60.00 in in-module assessments and meet the attendance requirement. Those, who cannot meet these requirements, repeat the same level with different instruction materials.
(3) (Changed SD 07.08.2024-535-2024/15-C1) (Changed SD 25.08.2021 445-A/16) In order for students at levels A, B and C to progress to the next level, they must take all sessions of the End of Module (Gateway) Exam and have a total score of 60.00 or above. Students, who score between 50.00-59.99 at level A and 55.00-59.99 at levels B and C from the End of Module (Gateway) Exam pass to the next level as conditionally successful. Students in this status must meet the necessary conditions of the modular system assessment methods and complete the tasks defined for them by the SFL Administrative Board in order to be successful at the next level. Students, who cannot meet these conditions, repeat the same level with different teaching materials.
(4) (Changed SD 07.08.2024-535-2024/15-C1) End of Module (Gateway) Exam is not administered at the end of Level D; students’ success is measured with in-module assessments. Students, who score 65.00 in in-module assessments, qualify to take the PIE exam administered at the end of the respective module. Level D students, who score between 60.00 and 64.99 in these assessments have the right to re-take the in-module assessment in which they received the lowest score measuring reading, writing, speaking, listening and grammar skills. When calculating the final grades of students in this status, the one with the higher score in the relevant module evaluations is taken into account.
(5) (Changed SD 07.08.2024-535-2024/15-C1) (Changed SD 25.08.2021 445-A/16) Students, who start the academic year at level A and fail any level once at most, are entitled to take the PIE given at the end of module 4 provided that they get a score of 70 or above by reaching Level C in the module 4.
(6) In order for students to be able to complete the Pre-Department program successfully, they must score a minimum total score of 70 in in-module assessments.
(7) (Added SD 07.08.2024-535-2024/15-C1) Regardless of the level they were placed at the beginning of the academic year, students, who successfully complete the levels they continue in the English Preparatory Program and reach level D and successfully complete this level as well, are exempt from taking the PIE if their total average of end-of-module assessment scores (A, B and C level End-of-Module (Gateway) Exam Score and Level D In-Module Assessment Score) is 80 and above per module they attend, and pass to the course stage in their programs. "S-Satisfactory" grade is recorded on the transcripts of these students, as a grade that does not affect the average.
English Preparatory Support Program Assessment Methods: (Changed with title SD 07.08.2024-535-2024/15-C1)
ARTICLE 15- (1) The assessment methods administered in the English Preparatory Support Program measure expressive language skills as well as grammar and vocabulary.
SECTION FIVE
OTHER PROVISIONS
Attendance
ARTICLE 16- (Changed SD 07.08.2024-535-2024/15-C1)
(1) Attendance and active participation in all course activities are obligatory in the English Preparatory Program. Regardless of their levels, students who do not maintain sufficient attendance in the English Preparatory Program, cannot advance to the next level and/or take the PIE, even if they receive the required score from the modular system assessment methods.
(2) Students must fulfill the attendance obligation at the rate determined and announced by the School of Foreign Languages Administrative Board, taking into account the principles determined by the Council of Higher Education. Students who do not provide sufficient attendance cannot take the end-of-module exam and/or PIE or cannot obtain the right to be exempt from PIE. Instructors are responsible for keeping attendance records of students in their classes.
Objections to Exam Grades
ARTICLE 17- (1) (Changed SD 07.08.2024-535-2024/15-C1) Results of the End-of-Module (Gateway) and PIE exams are announced by SFL 3 business days after the exam the latest.
(2) (Changed SD 07.08.2024-535-2024/15-C1) Objections to End-of-Module (Gateway) and PIE exams grades on the basis of miscalculation can be made in writing to SFL within 3 business days the latest after the exam results have been posted.
(3) A committee of three people assigned by SFL checks for miscalculations on the papers of students who have objections to their grades. In the case of any mistakes in grading, a request to re-grade is taken into account by the SFL Administrative Board.
Deferred Registration
ARTICLE 18-(1) Terms and procedures regarding deferred registration is indicated in the Regulation for Associate and Undergraduate Degree Education and Examinations, which is published in the Official Gazette dated 22 January 2013 and numbered 28536.
(2) Students, who deferred registration, cannot attend the courses or the exams during the deferred period, and continue with their education at the level indicated by SFL at the end of their deferment.
SECTION SIX
MISCELLANEOUS AND FINAL PROVISIONS (Changed SD 07.08.2024-535-2024/15-C1)
Non Provisional Circumstances
ARTICLE 19- Provisions of the IUE “Core Bylaw” published in Official Gazette dated 3 November 2001 and numbered 24572, IUE “Regulation for Associate and Undergraduate Degree Education and Examinations” published in the Official Gazette dated 22 January 2013 and numbered 28536, IUE “Faculty of Medicine Education and Examination Bylaw” published in the Official Gazette dated 9 October 2017 and numbered 30205, IUE “Graduate Degree Education Bylaw” published in the Official Gazette dated 28 November 2016 and numbered 29902, and IUE “Summer School Bylaw” published in the Official Gazette dated 1 August 2002 and numbered 24833, and provisions of other respective legislations will be taken into account should non provisional cases occur in this regulation
Amendments (Article Added SD 07.08.2024-535-2024/15-C1)
ARTICLE 19/A – (1) These principles may be amended by the decision of the Izmir University of Economics Senate.
Effectiveness
ARTICLE 20-(1) This regulation takes effect on the date it is approved by the Board of Trustees
Enforcement
ARTICLE 21-(1) The Rector of the Izmir University of Economics enforces the provisions of this regulation.
Repealed Regulations
ARTICLE 22 – (1) IUE “School of Foreign Languages Rules and Regulations of English Preparatory Program”, which took effect with the decision of the Senate dated 13 April 2012 and numbered 189/A-8, and decision of the Board of Trustees dated 5 June 2012 and numbered 22, and IUE “School of Foreign Languages English Preparatory Program Modular System and In-Module Assessment Regulation”, which took effect with the decision of the Senate dated 15 August 2013 and numbered 214-A4, have been repealed.
PROVISIONAL ARTICLE 1 (Article Added SD 07.08.2024-535-2024/15-C1) - (1) Students studying in the English Preparatory Support Program in the 2024-2025 academic year can also benefit from the "right to enter PIE exam" in clause four of article eight of these principles.
This regulation took effect with the decision of the Senate dated 6 November 2019 and numbered 374/A4, and decision of the Board of Trustees dated 19 November 2019 and numbered 28.
