Preliminary Provisions
Purpose
ARTICLE 1- (1) The purpose of this Bylaw is to set out the procedures and principles regarding the aims, activities, governing bodies, duties of the administrative bodies, and the working methods of the Izmir University of Economics Complex Systems (EKOKARSIM) Research and Application Center.
Scope
ARTICLE 2- (1) This Bylaw covers the provisions regarding the aims, activities, governing bodies, duties of the administrative bodies, and the working methods of the Izmir University of Economics Complex Systems (EKOKARSIM) Research and Application Center.
Basis
ARTICLE 3- (1) This Bylaw has been prepared based on sub-paragraph (2) of paragraph (d) of the first clause of Article 7 and Article 14 of the Higher Education Law No. 2547, dated 4/11/1981.
Definitions
ARTICLE 4- (1) The definitions in this bylaw are as follows:
a) Advisory Board: The Advisory Board of the Centre
b) Center (EKOKARSIM): Complex Systems Research and Application Center of Izmir University of Economics,
c) Director: The Director of the Center,
ç) Rector: The Rector of Izmir University of Economics,
d) University (IUE): Izmir University of Economics,
e) Administrative Board: The Administrative Board of the Center.
SECTION TWO
Aims of the Centre and Areas of Activity
Aims of the Centre
ARTICLE 5- (1) Aims of the center are as follows:
a) Creating an interdisciplinary platform within the University and conducting studies to understand the nature, behavior, and interactions of complex systems and converting this knowledge into social contribution.
b) Supporting interdisciplinary research, bringing together researchers from different disciplines, developing joint projects on complex systems, ensuring interdisciplinary information flow, and making the acquired knowledge available to relevant scientists by publishing it in high-quality scientific journals.
c) Conducting activities in the field of education and training and providing support to existing undergraduate and graduate education programs through courses, projects, presentations, and conferences in the field of complex systems.
ç) Presenting the results of research on complex systems to policymakers, non-governmental organizations, and private sector institutions, and contributing to the generation of solutions for social problems.
d) Supporting national and international collaborations.
e) Increasing the sharing of knowledge and experience by collaborating with other research centers and universities at the national and international level; supporting greater participation in national and international projects.
Areas of Activity
ARTICLE 6- (1) Activities of the center are as follows:
a) Conducting and support advanced theoretical and applied scientific research activities on complex systems.
b) Organizing scientific and cultural events such as national and international seminars, conferences, symposiums, colloquiums, exhibitions, and similar activities.
c) Becoming a Center that increases the effectiveness and prevalence of national and international scientific research and training support programs currently being carried out in our country through public institutions and private sector organizations, and that brings together high-level scientists from all over the world with active researchers from Turkey and surrounding countries in our country.
ç) Organizing and support activities aimed at accelerating the flow of information and interaction between basic sciences and applied sciences.
SECTION THREE
Governing Bodies of the Centre and Duties
Governing Bodies
ARTICLE 7- (1) The center is made up of the following governing bodies:
a) Director
b) Administrative Board
c) Advisory Board
Director
ARTICLE 8- (1) The Director is appointed by the Rector for a term of three years from among the full-time, salaried academic staff of the University who are working in the main departments related to the Center's fields of activity and who have studies in these areas. The Director whose term ends may be re-appointed or may be removed from office by the Rector without waiting for the term to expire, if deemed necessary. In the absence of the Director, the Vice Director acts as the substitute. If the substitution lasts longer than six months, a new Director is appointed.
(2) To assist the Director in their work, one person is appointed as Vice Director by the Rector for a term of three years, upon the Director's proposal, from among the University's academic staff who have studies related to the Center's fields of activity. When the Director's term of office ends, the Vice Director's term of office also automatically ends. The Vice Director whose term has ended may be re-appointed in the same manner or may be removed from office by the Rector without waiting for the term to expire, if deemed necessary. The Vice Director performs the duties assigned by the Director in line with the Center's objectives and is responsible to the Director.
Director’s Duties
ARTICLE 9- (1) Duties of the Director of the Centre are to:
a) Represent the Center.
b) Chair the Administrative Board and the Advisory Board,
c) Conduct the administrative relations of the Center.
ç) Implement the decisions of the Administrative Board.
d) Notify the Rectorate of the Center's budget allocation and personnel needs, along with the justification.
e) Plan, execute, and supervise the activities of the units established within the Center in accordance with the Center’s establishment and development objectives, and to perform general oversight and supervision over the personnel at all levels.
f) Submit the Center's annual activity report and the work program for the following year, prepared by the Administrative Board, for the Rector's approval in December of each year.
g) Inform the Advisory Board about the Center's annual activity report and the work program for the following year.
Administrative Board
ARTICLE 10- (1) The Administrative Board consists of at least four and at most six members appointed by the Rector for a term of three years, upon the proposal of the Director, from among the full-time academic staff of the University who have studies related to the Center's fields of activity, and is chaired by the Director. A member whose term has expired may be re-appointed in the same manner. In the event a member resigns before the end of their term or is assigned outside the University for more than six months, a new member is appointed in the same manner to complete the remaining period.
(2) The Administrative Board convenes at least twice a year upon the call of the Director, with the absolute majority of the total number of members. Decisions are taken by a majority vote. In case of a tie, the majority is achieved in the direction of the vote cast by the Director.
Administrative Board Duties
ARTICLE 11- (1) Duties of the Administrative Board are to:
a) Prepare and execute the Center's annual work program.
b) Prepare the Center's annual activity report.
c) Develop and conduct activities that contribute to research activities carried out at the University and support researchers.
ç) Determine the principles of cooperation with external national and international institutions and organizations, and to prepare draft protocols.
d) Submit the proposal for academic, administrative, and technical personnel to be assigned to the Center pursuant to Article 13 of Law No. 2547, for the Rector's approval.
Advisory Board
ARTICLE 12- (1) The Advisory Board, chaired by the Director, consists of a maximum of seventeen members appointed by the Rector for a term of three years from among faculty members and researchers working at universities and research centers who have studies related to the Center's fields of activity.
(2) The Advisory Board convenes at least once a year upon the call of the Director.
Advisory Board and Duties
ARTICLE 13- (1) Duties of the Advisory Board are to:
a) Monitor the quality of the Center's scientific activities.
b) Evaluate the studies conducted at the Center.
c) Make suggestions regarding research, development, and training activities.
ç) Evaluate and give opinions on the Center's annual activity program.
SECTION FOUR
Miscellaneous and Final Provisions
Equipment and Fixtures
ARTICLE 14- (1) Tools, equipment, and fixtures acquired for work carried out as part of the activities conducted by the Center shall be allocated for the Center's use.
Non-Provisional Circumstances
ARTICLE 15- (1) In cases not covered by this Regulation, the provisions of Law No. 2547 and other relevant legislation shall apply.
Effectiveness
ARTICLE 16- (1) This Bylaw takes effect on the date it is published.
Enforcement
ARTICLE 17- (1) The Rector of the Izmir University of Economics enforces the provisions of this Bylaw.
This Bylaw took effect on the date of its publication on the Official Gazette dated 24.11.2025 and numbered 33087.
