    SCIENTIFIC STUDIES INCENTIVE PROCEDURES AND PRINCIPLES


    Purpose and Scope
    Article 1- (1) The purpose of these procedures and principles are to determine the rules and principles to encourage full-time academic and administrative staff at Izmir University of Economics to carry out scientific studies with high impact value, and cover the procedures to be carried out within the framework of this purpose.

     

    Basis

    Article 2- (1) These procedures and principles have been prepared based on the provisions of the Higher Education Law No. 2547, the Regulation on Academic Organization in Universities, the Regulation on Foundation Higher Education Institutions and the Core Bylaw of Izmir University of Economics.

     

    Definitions

    Article 3- (1) The references in these procedures and principles are as follows:

    a) AHCI: Art and Humanities Index,

    b) SSIC: “Scientific Study Incentive Coefficient” the amount of incentives to be given to Izmir University of Economics (IUE) addressed scientific studies,

    c) CPCI-S: Conference Proceedings Citation Index- Science,

    ç) CPCI-SSH: Conference Proceedings Citation Index- Social Science & Humanities,  

    d) ESCI: Emerging Sources Citation Index,

    e) Faculty Dean/School Director/Vocational School Director/Graduate School Director: The Faculty Dean/School Director/Vocational School Director/Graduate School Director of Izmir University of Economics,

    f) Intellectual and Industrial Property Rights: national/international patent and utility model certification steps,

    g) IUE: Izmir University of Economics,

    ğ) Board of Trustees: The Board of Trustees of Izmir University of Economics,

    h) Rector: The Rector of Izmir University of Economics,

    ı) SCOPUS:    Elsevier Scopus database,

    i) Senate: The Senate of Izmir University of Economics,

    j) International publication: Scientific publications scanned by Clarivate Web of Science (WoS) and Elsevier SCOPUS databases,

    k) WoS ISI: Web of Science database,

    l) WoS Q1: Journals with the highest impact factor in the first quartile (in top 25%),

    m) WoS Q2: Journals with upper middle impact factor in the second quartile (in the 25% to 50% group), 

    n) WoS Q3: Journals with lower middle impact factor in the third quartile (in the 50%- 75% group),

    o) WoS Q4: Journals with the lowest impact factor in the fourth quartile (in the 75%- 100% group).

     

    Definition and Classification of Scientific Studies

    Article 4- (1) IUE addressed international scientific publications and national/international intellectual and industrial property rights are within the scope of incentives.

     

    Payment Principles for Full Articles                                     
    Article 5-
     (1) The amount of incentives to be provided for IUE addressed scientific studies is determined by multiplying the SSIC value by the impact indicator of the scientific study.

    (2) The SSIC is determined by the Rector's proposal and the approval of the Board of Trustees in September each year, as equal to the maximum incentive amount paid for articles published in Q1 journals in WoS.

    (3) In IUE-addressed publications, the maximum incentive amount that each academic/administrative staff member who publishes international full or review articles is given below. If the journal is listed under more than one Q classification, payment is made according to the higher indicator.

    (4) Incentive payment percentages for publications according to the number of authors are as given in the table below.

    (5) For international publications with 7 (seven) or more authors, the per capita incentive amount is calculated by dividing the highest award given to the relevant journal class in this scope equally by the total number of authors. In cases where the per capita incentive amount is below 0.01xSSIC, no payment is made.

    (6) Each publication of an author in the same journal is awarded separately.

    (7) A publication can only be awarded once.

    (8) Scientific publications that have not yet been indexed by Web of Science (WoS) and Elsevier SCOPUS indexes are not awarded in advance.

    (9) Full articles published in journals that are indexed by WoS and Elsevier SCOPUS indexes but charge authors editorial or publishing fees (handling fee, page charge, article processing charge, article submission fee, etc.) are excluded from the scope of incentives. However, full articles published in journals that charge application or submission fees and journals included in the TUBITAK-ULAKBIM International Scientific Publications Incentive Program are paid incentives within the scope of this directive.

     

    Payment Principles for Publications such as Conference Proceedings, Technical Notes, Letters to the Editor, Case Presentations, Discussions, Pre Announcement of the Research Results, etc.
    Article 6-
      (1) Each academic/administrative staff member who has a paper published in a conference proceedings book with scientific content scanned by WoS indexes (CPCI-S, CPCI-SSH) or who publishes scientific publications such as technical notes, letters to the editor, case reports, pre-announcements of research results, corrections, stories, book, film and software reviews, scientific letters, scenarios, etc. in journals scanned by WoS indexes, is rewarded at the following rates over a maximum of 0.12xSSIC.

     (2) For international publications with 5 (five) or more authors, the per capita incentive amount is calculated by dividing 0.12xSSIC, which is the highest award in this scope, equally by the total number of authors. In cases where the per capita incentive amount is below 0.01xSSIC, no payment is made.

    (3) In order to benefit from the incentive with a conference proceeding, the presentation of the proceeding must be documented.

    (4) Provisions 6 and 8 of the fifth article of these procedures and principles are exactly valid for payments to be made for publications.

     

    Payment Principles for Books, Book or Scientific Journal Special Issue Editing, Chapter/Section of a Book (Heading Change SD 22.05.2024/530-2024/10-C3 BTD 27.05.2024/89) 
    Article 7-
    (1) (Change SD 22.05.2024/530-2024/10-C3 BTD 27.05.2024/89) 1xSSIC for each book with academic content indexed by WoS indexes, 0.5xSSIC for editing a book,  Indicatorx0.5xSSIC for editing a special issue of a scientific journal, 0.3xSSIC for a chapter or section in a book are equally divided among the IUE academic/administrative staff who contributed to the work. If two or more of these cases are included in the same book, the highest of the above incentive awards is given. 

    (2) A work can only be awarded once.

    (3) Books that have not yet been indexed by Web of Science (WoS) indexes are not awarded in advance.

    (4) The award-winning work must be submitted with the application, with an original copy to be kept by the relevant authority.

     

    Payment Principles for Intellectual and Industrial Property Elements

    Article 8- (1) Incentive amounts for intellectual and industrial property elements to be applied to IUE employees are divided into three categories: international patents, national patents and utility models.

    (2) The maximum incentive amounts for intellectual and industrial property elements registered with IUE address are given below:

    (3) If there is more than one name as the University inventor in patents, the incentive amount is divided equally among the number of inventors. If the patent application is filed both nationally and internationally, only the international application is evaluated. Intellectual property incentive payments are made according to the application phases. Payment rates according to the completed application phases are given in the table below.

    Article 9- (1) The course load of academic staff,  who publish two full WoS Q1 Class articles within the scope of Article 5 in one academic year, may be reduced by 1/4 -1/3 in the academic year following the publication with the approval of the relevant Faculty Dean / School Director / Vocational School Director / Graduate School Director.

     

    Article 10- (1) In order to benefit from the incentives specified in these procedures and principles, it is obligatory to clearly state the full name of IUE in the language in which the work is published (for example, Izmir University of Economics in English publications, İzmir Ekonomi Üniversitesi in Turkish publications), without abbreviation and in an independent integrity. In case there is more than one incentive-based publication in a single journal/book/ proceedings, IUE's name must be mentioned separately in each publication. Only the publication in which IUE's name is mentioned will be paid.

    (2) Those, whose scientific study applications included in the scope of these procedures and principles are accepted while they were full-time academic/administrative staff at IUE, are paid even if they are dismissed from IUE, if they mentioned the name of IUE in their scientific studies.

    (3) Scientific studies incentive applications can be accepted until the end of the year following the date of entry into the relevant databases.

     

    Article 11- (1) Written applications to be made within the scope of the incentive program for international scientific publications are submitted to the approval of the Vice Rector for Academic Affairs following the approval of the relevant department head and dean, by attaching the relevant directive provision, a copy of the scientific publication, a printout showing that the scientific publication is scanned by WoS or SCOPUS indexes.

     

    Article 12- (1) (Change SD 22.05.2024/530-2024/10-C3 BTD 27.05.2024/89)  An outstanding work or service that is not included in these procedures and principles, however considered to contribute significantly to the prestige and recognition of the University may be rewarded in the amounts to be determined by the Board of Trustees upon the recommendation of the Rectorate and the approval of the Board of Trustees.

     

    Effectiveness
    Article 13
    - (1) These procedures and principles take effect on the date they are approved by the Board of Trustees of Izmir University of Economics.

     

    Enforcement
    Article 14-
     (1) The Rector of Izmir University of Economics enforces these procedures and principles.


    The “Principles for Promoting Scientific Publications” of Izmir University, which entered into force with the decision of the Senate dated 09.02.2012 and numbered 186-A/8 and the decision of the Board of Trustees dated 20.03.2012 and numbered 19, was repealed and these procedures and principles entered into force with the Senate decision dated 21.02.2024 and numbered 524-2024/04-C/1 within the scope of the authority given by the decision of the Board of Trustees dated 02.02.2024 and numbered 86.
