    REGULATION FOR THE PROMOTION OF SCIENTIFIC WORK


    Objective 
    ARTICLE 1 – (1) The objective of this Regulation is to enhance the quality of scientific research, publications, patents, utility models, software, datasets, and similar scientific outputs of academic and administrative staff working at Izmir University of Economics, to strengthen their international visibility, and to encourage these activities.
     
    Scope
    ARTICLE 2 – (1) This Regulation covers the published or registered scientific works of the University's full-time academic and administrative staff.
     
    Basis
    ARTICLE 3 – (1) This Regulation has been prepared based on Articles 14 and 65 of the Higher Education Law numbered 2547, the University's Core Bylaw, and the Decisions of the Board of Trustees.
     
    Definitions 
    ARTICLE 4 – (1) The definitions in this regulation are as follows:
    a) Open Access (OA): The situation where the publication is publicly accessible,
    b) SWIC: The Scientific Work Incentive Coefficient,
    c) Dual-indexed Publication: A work with the same DOI being included in both WoS (Flagship or ESCI) and Scopus,
    ç) CNCI: WoS Category Normalized Citation Impact - comparing the citation performance of a publication to others of the same document type, publication year, and subject category, 
    d) FWCI: Scopus Field Weighted Citation Index - indicating how many citations a publication has received compared to the expected number of citations for its field, publication type, and publication year,
    e) Patent/Utility Model: Registered intellectual and industrial property rights,
    f) Scopus: Elsevier Scopus database,
    g) Dataset/ Software Output: The output where research data or code is registered with a DOI,
    ğ) WoS (ESCI): Web of Science Emerging Sources Citation Index collection,
    h) WoS (Flagship): Web of Science SCI-Expanded and SSCI collections,
    ı) Wos (AHCI): Web of Science Arts & Humanities Citation Index collection.
     
    General Provisions
    ARTICLE 5 – (1) Each publication or output shall be incentivized only once. Additional payment may only be made in the event of commercialization for “Intellectual Property” elements.
     
    (2) The evaluation of works appearing in multiple indexes with the same DOI number shall be determined based on the highest impact factor in the priority order table.
     
    (3) The incentive amount is calculated using the formula: SWIC × Impact Factor × Author Share.
     
    (4) The name “İzmir Ekonomi Üniversitesi” or “Izmir University of Economics” must be clearly and correctly stated in the Publication/Patent/Utility Model to be considered for the incentive.
     
    (5) The SWIC value is 1000 EUR, and payments are made in TRY (Turkish Lira) based on the EUR/TRY exchange rate on the date the payment is made.

    (2) In the evaluation of works appearing in multiple indexes with the same DOI number, the priority order specified in Article 5.2 shall be taken into account.
     
    (3) Bonuses: Open Access (OA) +0.05, Data Set/Software Sharing +0.05/International Collaborative Publications +0.05. The total bonus multiplier cannot exceed 1.20 for WoS, 1.10 for Scopus, and 0.50 for ESCI. Additionally, a +0.25 calibration bonus is applied for field-normalized citations (WoS CNCI ≥ 1.5) and is independent of the upper limit.
     
    (4)  Evaluation Time: CNCI (Category Normalized Citation Impact) values are evaluated based on the fixed metrics reported by Web of Science in December of the previous year for the year in which the application is made. These values do not change throughout the application year.

    (2) For international publications with seven (7) or more authors, the incentive amount per person is determined by dividing the highest award given for the relevant journal class in this scope equally by the total number of authors. Payment is not made if the incentive amount per person is below 0.03xSWIC.
     

    Other Publication Types
    ARTICLE 8 –
    (1) Each academic/administrative staff member who publishes in international peer-reviewed books, book chapters, book editorships, scientific journal editorships, conference proceedings (full paper) indexed by WoS indexes (CPCI-S, CPCI-SSH), or publishes scientific works such as technical notes, letters to the editor, case reports, preliminary announcements of research results, corrections, stories, book/film/software reviews, scientific letters, screenplays, etc., in journals indexed by WoS indexes, shall be awarded at the rates specified below, with a maximum limit of 0.50xSWIC.

    (2)  For international publications with five (5) or more authors, the incentive amount per person is determined by dividing the highest award in this scope, 0.50xSWIC, equally among the total number of authors. Payment is not made if the incentive amount per person is below 0.01xSWIC.

    (2) If there are multiple names listed as University inventors on patents, the incentive amount is divided equally among the inventors unless otherwise specified by the University or the inventor. If the patent application is filed both nationally and internationally, only the international application is considered for evaluation. Intellectual property incentive payments are made according to the application phases. Payment rates based on completed application phases are provided in the table below:

    Application and Evaluation   
    ARTICLE 10 – (1) Applications should be submitted to the Vice Rector responsible for Academic Affairs.
    (2) The application attachment must include the full text of the publication, the index record output, affiliation information (IUE address), and documents related to bonus elements.
    (3) The Vice Rector responsible for Academic Affairs reviews applications and submits the list of candidates to the Rector's Office.
    (4) Payments are made with the approval of the Rector's Office.
     
    Publications in Predatory/Questionable Journals and Ethical Compliance
    ARTICLE 11 – (1) Publications should preferably be published by publishers that comply with COPE, DOAJ, OASPA, or STM membership standards. Works published by predatory/questionable or unethical publishing organizations are excluded. The decisions of the Inter-University Council are taken as the basis for determining predatory/questionable journals (Current definition: https://www.uak.gov.tr/documents/documents/68836bde4aded.pdf). Documentation is mandatory for works requiring research ethics committee approval.
     
    Amendments
    ARTICLE 12 – (1) This regulation may be amended by the decision of the Senate of Izmir University of Economics.
     
    Repealed Procedures and Principles
    ARTICLE 13- (1) The “Scientific Studies Incentive Procedures and Principles” that entered into force with the Senate decision dated 21.02.2024 and numbered 524-2024/04-C/1 within the scope of Board of Trustees decision dated 02.02.2024 and numbered 86, have been repealed.
     
    References 
    ARTICLE 14 – (1) References made to the “Scientific Studies Incentive Procedures and Principles” that entered into force with the Senate decision dated 21.02.2024 and numbered 524-2024/04-C/1 within the scope of Board of Trustees decision dated 02.02.2024 and numbered 86, shall be deemed to be references to this regulation.
     
    Effectiveness
    ARTICLE 15 – (1) This regulation takes effect on the date it is approved by the Board of Trustees of Izmir University of Economics.
     
    Enforcement
    ARTICLE 16– (1) The Rector of Izmir University of Economics enforces the provisions of this regulation.
     

    This regulation, entered into force with the Senate decision dated 12.11.2025 and numbered 565, and the Board of Trustees decision dated 14.11.2025 and numbered 104.
