    UNDERGRADUATE AND ASSOCIATE PROGRAMS SCHOLARSHIP AND DISCOUNT REGULATION


     

    SECTION ONE

    Purpose, Scope, Basis, and Definitions

     

    Purpose

    ARTICLE 1- (1) The purpose of this regulation is to set out the general rules regarding scholarships and tuition discounts to be awarded to students in order to provide enrolment of successful students to Izmir University of Economics; encourage these students to study harder, and to award successful students.

     

    Scope

    ARTICLE 2 - (1) This regulation includes the rules regarding scholarships and tuition discounts to be awarded to associate and undergraduate degree students of the university, including those in the English Preparatory Program.

     

    Basis

    ARTICLE 3-(1) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) This regulation has been established in accordance with Principles and Procedures for Free Student Instruction of Foundation Higher Education Institutions within the Scope of Additional Article 9 of the Law No. 2547, and the respective articles of Izmir University of Economics Student Regulation for Associate and Undergraduate Degree Education, and Faculty of Medicine Education and Examination Bylaw in pursuant of Laws No: 2547 and 4633.

     

    Definitions

    ARTICLE 4 – (1) The references in this regulation are as follows;

    a) Board of Trustees: Izmir University of Economics Board of Trustees,

    b) Academic Unit: Faculty, school, or vocational schools affiliated to Izmir University of Economics,

    c) (Changed SD 26.12.2018-355-A/26-BDT 08.01.2019-15)  Undergraduate program: Higher education program with at least eight semesters,

    e) Senate: The Senate of Izmir University of Economics,

    f) Administrative Board: Izmir University of Economics Administrative Board,

    g) University/IUE: Izmir University of Economics,

    ğ) ECTS: European Credit Transfer and Accumulation System.

     

    SECTION TWO

    Scholarships

     

    OSYS Scholarship

    ARTICLE 5 - (1) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) Scholarship (100%) student quotas and quotas for students, who are going to receive scholarship based on special aptitude test, are determined by the Board of Trustees upon the recommendation of the Senate each year, and announced by Measurement, Selection and Placement Center (OSYS).

    (2) (Changed SD 30.01.2019-357-A/10-BDT 12.02.2019-16) (Changed SD 26.12.2018-355-A/26-BDT 08.01.2019-15)The scholarship for undergraduate program students covers annual tuition fees, excluding summer school fees, and the opportunity of staying in the dormitory, provided by the University free of charge, for students, who are placed among the top 2500 people in Verbal and Language score type, and among the top 10.000 in Equal Weight and Quantitative score type that reside out of Izmir, and for those who reside in Izmir but whose transportation is not possible via public transportation vehicles in the same day (those travelling for more than 50km by land) , and those who reside in the districts identified by the University. The duration for scholarship students benefiting from the dormitory is 2 years in Foreign Language Preparatory Program, 4 years in 4-year undergraduate programs, and 6 years in 6-year undergraduate programs.

    (3) The scholarship for associate program students covers annual tuition fees, excluding summer school fees, it does not cover dormitory fees.

Scholarships continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their scholarship period.

     

    International Quota Scholarship (Changed with Title SD 27.07.2021-442- A/22-BTD 03.08.2021-56)

    ARTICLE 6 - (1) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) Student quotas, fees and conditions for admission to scholarship (100%) student quotas for programs that will admit students from abroad are determined by the Board of Trustees each year upon the recommendation of the Senate.

    (2) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) Scholarship for undergraduate students enrolled within the scope of international quota covers annual tuition fees, excluding summer school fees, it does not cover dormitory fees.

    (3) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) (Changed SD 26.12.2018-355-A/26-BDT 08.01.2019-15) The duration for scholarships is as long as the maximum education period specified by the Council of Higher Education. Scholarships continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their scholarship period.

     

    OSYS Vertical Transfer Scholarship (Changed with Title SD 27.02.2019-358-A/16-BDT 11.04.2019-19)

    ARTICLE 7- (1) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) Scholarship (100%) student quotas are determined by the Board of Trustees each year, and announced by Measurement, Selection and Placement Center (OSYS).

    (2) The scholarship for students placed with vertical transfer exam covers annual tuition fees, excluding summer school fees, it does not cover dormitory fees

The period of deferred registration, for students with justified and valid reasons, is added to their scholarship period.

     

    International Student Scholarship

    ARTICLE 8- (1) (Changed  SD 27.07.2021-442- A/22-BTD 03.08.2021-56) (Changed SD 26.12.2018-355-A/26-BDT 08.01.2019-15) International student scholarships can be given to foreign students who want to study in undergraduate programs within the determined country quotas by the Board of Trustees upon the recommendation of the Senate, within the scope of the university's internationalization mission. The duration for scholarships is as long as the maximum education period specified by the Council of Higher Education. (It is 2 years in Foreign Language Preparatory Program, 4 years in Associate Programs, 7 years in four-year Undergraduate Programs, and 9 years in six-year Undergraduate Programs.) Scholarships continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their scholarship period.

    Highest Ranking Student Scholarship (Title Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) (Added 29.07.2020 SD 404-A/9 BTD 18.08.2020-42)

    ARTICLE 8/A- (1) (Amended with article no SD 27.07.2021-442- A/22-BTD 03.08.2021-56)  (Changed SD 27.07.2021-442- A/22-BTD03.08.2021-56) (Changed SD 05.06.2024-531-2024/11-C2-BTD 04.07.2024-90) According to the "Procedures and Principles for the Determination of Ranking Graduates", including joint degrees,

    a) those, who graduated from IUE undergraduate programs with first rank and a GPA of at least 3.00 and enrolled in IUE master's and/or doctoral programs, and,

    b) those, who graduated from IUE associate degree programs with first place and at least 3.00 GPA and enrolled in IUE undergraduate programs with the Vertical Transfer Exam,

    receive 100% scholarship over the tuition fees of the departments/programs they are enrolled in.

    (2) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) Highest ranking student scholarship does not include summer school and dormitory fees.

    (2/A) (Added SD 05.06.2024-531-2024/11-C2-BTD 04.07.2024-90) Highest ranking student scholarship cannot be used twice for the same level of education.

    Those who are eligible for a ranking student scholarship can use the scholarship once for the education levels specified below.

    a) Graduates of associate degree programs, for the undergraduate program,

    b) Graduates of the undergraduate program, for the master's program,

    c) Graduates of the undergraduate program, for the doctoral program.

    (2/B) (Added SD 05.06.2024-531-2024/11-C2-BTD 04.07.2024-90) Those who graduate from the master's program with a highest ranking student scholarship, continue to receive their scholarship if they continue to the doctoral program.

    (3) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56)  (Changed SK 27.07.2021-442- A/22-MHK 03.08.2021-56) The period for benefiting from the highest ranking student scholarship is as long as the maximum education periods specified by the Council of Higher Education. (It is 2 years in Foreign Language Preparatory Program; 7 years in four-year undergraduate programs, and 9 years in six-year undergraduate programs; 2 semesters in the graduate scientific preparation program; 6 semesters in graduate programs with thesis; 3 semesters in graduate programs without thesis; 12 semesters for those admitted to doctorate program with graduate programs without thesis degree, and 14 semesters for those admitted to doctorate program with undergraduate degree.)  Scholarships are not interrupted until the end of this period. The time that students defer their registration in any semester, in accordance with their justified and valid excuses, is added to the scholarship period.

     

    Allocated Scholarship

    ARTICLE 9 - (1) Various scholarships may be generated through funds by natural and legal persons or institutions, excluding the University or the founding organization of the University, to be allocated to the University for scholarship purposes, or funds generated by the University in the name of persons or organizations.

    (2) (Changed SD 26.12.2018-355-A/26-BDT 08.01.2019-15) The Board of Trustees and the Senate determine the quotas, distribution, duration, and codes of practice for this scholarship in accordance with the protocol signed between the donator and the University.

    (3) If there are no requirements specified for scholars, the provisions of this regulation will be taken as basis for this type of scholarship.

    (4) Allocated scholarship does not cover summer school fees and dormitory fees.

     

     SECTION THREE

    DISCOUNTS

     

     OSYS Discounts

    ARTICLE 10-(Change of article number SD 26.12.2018-355-A/26-BDT 08.01.2019-15) (1) Quotas for students eligible for 75%, 50%, or 25% discount in tuition fees, and quotas for students, who are going to receive discount in tuition fees based on special aptitude test, are determined by the Board of Trustees upon the recommendation of the Senate each year, and announced by Measurement, Selection and Placement Center (OSYS).

    (2) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) OSYS discount covers the discount rate at the time of placement and registration, it does not cover summer school fees and dormitory fees.

    (3) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15) The duration for discounts is as long as the maximum education period specified by the Council of Higher Education. (It is 2 years in Foreign Language Preparatory Program, 4 years in Associate Programs, 7 years in four-year Undergraduate Programs, and 9 years in six-year Undergraduate Programs.) Discounts continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their discount period.

     

    Basic Sciences Preference Discount (Added SD 18.06.2020-399-A/11- BTD 22.06.2020-39)

    MADDE 10/A- (1) Basic Sciences Preference Discount is offered each year to support basic science fields. The programs that Basic Sciences Preference Discount will apply to, and its conditions and rates are determined by the Board of Trustees upon the recommendation of the Senate. 

    (2) (Changed SD 22.07.2020 403/A25-BTD 27.07.2020-41) Basic Sciences Preference Discount does not cover summer school and dormitory fees.

    (3) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) (Change SD 22.07.2020 403/A25-BTD 27.07.2020-41) The period for benefiting from the discount is as long as the maximum education periods specified by the Council of Higher Education. (It is 2 years in Foreign Language Preparatory Program; 7 years in undergraduate programs, excluding Faculty of Medicine.) Discount is not interrupted until the end of this period. The time that students defer their registration in any semester, is added to the discount period.

     

    YKS Merit Discount (Changed with Title SD 27.07.2021-442- A/22-BTD 03.08.2021-56)

    ARTICLE 10/B- (1) (Amended with article no SD 27.07.2021-442- A/22-BTD 03.08.2021-56) YKS Merit Discount is given to support successful students who want to study in the departments determined by the Board of Trustees upon the recommendation of the Senate.  The departments that YKS Merit Discount will apply to, and its conditions and rates are determined by the Board of Trustees upon the recommendaion of the Senate. 

    (2) (Changed  SD 27.07.2021-442- A/22-BTD 03.08.2021-56) YKS Merit Discount does not cover summer school and dormitory fees.

    (3) (Changed  SD 27.07.2021-442- A/22-BTD 03.08.2021-56) The period for benefiting from the discount is as long as the maximum education periods specified by the Council of Higher Education. (It is 2 years in Foreign Language Preparatory Program; 7 years in undergraduate programs, excluding Faculty of Medicine.) Discount is not interrupted until the end of this period.     ARTICLE 10/C – (1) (Change of article number SD 27.07.2021-442- A/22-BTD 03.08.2021-56)  (Change of article number SD 22.07.2020 403/A25-BTD 27.07.2020-41) Quotas, for students who are eligible for 75%, 50%, or 25% discount in tuition fees, are determined by the Board of Trustees upon the recommendation of the Senate each year, and announced by Measurement, Selection and Placement Center (OSYS).

    (2) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) OSYS Vertical Transfer Exam discount covers the discount rate at the time of placement and registration, it does not cover summer school fees and dormitory fees.

    International Quota Discount

    ARTICLE 10/Ç - (1) (Added article  SD 27.07.2021-442- A/22-BTD 03.08.2021-56) The discount rates and quotas to be applied on the tuition fees of the International Quota Discount are decided by the Board of Trustees upon the recommendation of the Senate, taking into account the University's budget and facilities.

    (2) International Quota Discount does not cover summer school fees and dormitory fees.

    (3) The duration for discounts is as long as the maximum education period specified by the Council of Higher Education. (It is 2 years in Foreign Language Preparatory Program; 7 years in undergraduate programs.) Discount is not interrupted until the end of this period. The time that students defer their registration in any semester, is added to the discount period.

     

    Associate and Undergraduate Programs Academic Merit Discount (Changed SD 7.11.2018-351-A/11-BDT 26.11.2018-12)

    ARTICLE 11 – (1) (Repealed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) (Change of article number SD 26.12.2018-355-A/26-BDT 08.01.2019-15)

    (2) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) The (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12) A 50% Associate and Undergraduate Programs Academic Merit discount is awarded to students, who display outstanding performance in the fall/spring semesters of the academic year in which they registered for undergraduate/associate program, excluding the Foreign Language Preparatory Program, who are in the top 4 in their class in the Faculty of Law, and top 3 in in other departments/programs by meeting the following conditions. Scholarship (100%) and 50% discount students are taken into consideration in determining the students who are eligible for the discount. If the scholarship (100%) or 50% discount students are in the top 4 in their class in the Faculty of Law and in the top 3 in their class in other departments/programs, the students who are entitled to receive more than one scholarship or discount are only eligible for the scholarship/discount with a wide scope and a high amount. Scholarship (100%) students are given only book and meal support, and 50% discounted students are only given food support.

    a)  Renewing registration for Fall/Spring semesters of the present academic year,

    b) Taking at least 60 ECTS credit-courses at the end of the first year, at least 120 ECTS credit-courses at the end of second year, at least 180 ECTS credit-courses at the end of third year, at least 240 ECTS credit-courses at the end of fourth year, at least 300 ECTS credit-courses at the end of fifth year, and the total of ECTS for the respective year being at least 50,

    c) (Changed  SD 27.07.2021-442- A/22-BTD 03.08.2021-56) The Obtaining a grade point average of 3.50 and over in the Fall/Spring semesters of the academic year in which they registered for, and not having any unsuccessful /non-attendance course,

    ç) (Changed SD 7.11.2018-351-A/11-BDT 26.11.2018-12)Getting a high internship grade in semester/s subject to Associate and Graduate Programs Academic Merit discount,

    d) (Changed SD 7.11.2018-351-A/11-BDT 26.11.2018-12)Not receiving any disciplinary punishments in semester/s subject to Associate and Graduate Programs Academic Merit discount,

    (3) (Changed SD 7.11.2018-351-A/11-BDT 26.11.2018-12)Associate and Graduate Programs Academic Merit discount is valid for the duration of academic year the student has been awarded, but the grant’s continuity is not guaranteed, and it does not cover summer school fees.

    (4) (Changed SD 7.11.2018-351-A/11-BDT 26.11.2018-12) If a student meets the requirements, he/she may be awarded the Associate and Graduate Programs Academic Merit discount for more than one academic year.

    (5) (Changed SD 7.11.2018-351-A/11-BDT 26.11.2018-12) Seniors in 4-year undergraduate programs and seniors in 6-year undergraduate programs may qualify for Graduate Programs Academic Merit discount discount if they meet the requirements.

     

    Foreign Language Preparatory Program Second Year Discount

    ARTICLE 12 - (1) Students, who could not succeed in the Foreign Preparatory Program at the end of the first academic year, qualify for 50% discount in tuition fees for the second academic year.

     (2) Foreign language preparatory program second year discount does not cover summer school fees and dormitory fees.

     

    Family Members Discount (Change with Title SD 27.07.2021-442- A/22-BTD 03.08.2021-56) The

    ARTICLE 13 - (1) (Changed  SD 27.07.2021-442- A/22-BTD 03.08.2021-56) 10% Family Members Discount on tuition fees is provided for each family member if mother (including step-mother), father (including step-father), children, siblings and spouses study in associate, undergraduate and graduate programs within the same period.

    (2) (Changed  SD 27.07.2021-442- A/22-BTD 03.08.2021-56) Family Members Discount does not cover summer school fees and dormitory fees.

    (3) (Changed  SD 27.07.2021-442- A/22-BTD 03.08.2021-56) In the event that any of the beneficiaries of the Family Members discount is dismissed from the University, the other student's discount is also terminated as of the following semester.

    (4) (Additional clause SD 27.07.2021-442- A/22-BTD 03.08.2021-56) The student must submit his/her documents to the University by the fall or spring semester tuition fee payment deadline announced in the academic calendar.

     (5) (Additional clause SD 27.07.2021-442- A/22-BTD 03.08.2021-56) For applications made after the fall semester tuition fee payment deadline, the discount amount to be applied for the fall semester and the discount amount to be applied for the spring semester are deducted from the spring semester tuition fees. If the student graduates at the end of the fall semester, the discount amount for the fall semester is refunded to the student.

    (6) (Additional clause  SD 27.07.2021-442- A/22-BTD 03.08.2021-56) In applications made after the spring semester tuition fee payment deadline:

    a) (Added SD 27.07.2021-442- A/22-BTD 03.08.2021-56) If the student has paid the tuition fee for the spring semester, the discount amount to be applied for the fall semester and the discount amount to be applied for the spring semester are returned to the student together.

    b) (Added SD 27.07.2021-442- A/22-BTD 03.08.2021-56) If the student has not paid the tuition fee for the spring semester, the discount amount to be applied for the fall semester and the discount amount to be applied for the spring semester are deducted from the spring semester tuition fee.

    (7) (Additional clause SD 27.07.2021-442- A/22-BTD 03.08.2021-56) These discounts are valid for the applied academic year, they are not applied to the fees paid for the previous academic year.

     

    Chamber of Commerce Members Discount

    ARTICLE 14 - (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56 (Change SD 29.08.2018/ 347-A7/ BDT 29.08.2018-5) (1) Among the students who are accepted to the University based on the paid quota, those who meet all the conditions below, 25% tuition fee discount is applied for Izmir Chamber of Commerce through the individuals or capital companies in which the student him/herself, his/her spouse, mother or father (including steps) are partners, and 15% tuition fee discount is applied for other Izmir District Chambers of Commerce and the Union of Chambers and Commodity Exchanges of Turkey.

    a) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56 (Değişik SK 06.08.2019/369-A/9/ MHK 20.09.2019-24) The applicant company being registered with the relevant Trade Registry Office and also being a member of Izmir Chamber of Commerce and Izmir District Chambers of Commerce and other provincial and district chambers of commerce affiliated to the Union of Chambers and Commodity Exchanges of Turkey.

    b) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56 (Değişik SK 12.08.2020 406/11-MHK 18.08.2020 42) The student him/herself, his/her spouse, mother or father (including steps) are being authorized to represent and bind in a Chamber of Commerce individual or a capital company, of which it is a partner,

    c) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56The applicant company having a 1-year membership to the relevant chamber of commerce as of the date of application,

     ç) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56The partner of the company to which the application is made having a company partnership for at least 1 year as of the date of application,

     d) (Added SD 27.07.2021-442- A/22-BTD 03.08.2021-56The membership of the applicant company to the Chamber of Commerce being not suspended, being active,

     e) (Added SD 27.07.2021-442- A/22-BTD 03.08.2021-56The company to which the application is made having declared revenue at least once in the last 3 years as of the date of application, provided that it is not less than the limits written in article 48/1 of the Income Tax Law.

    (2) (Additional clause SD 27.07.2021-442- A/22-BTD 03.08.2021-56) Only one student can benefit from the Chamber of Commerce Members Discount through the same company.

    (3) (Additional clause SD 27.07.2021-442- A/22-BTD 03.08.2021-56) If the student is entitled to the Chamber of Commerce Members Discount through more than one company, the student can receive a discount through only one company.

    (4) (Additional clause SD 27.07.2021-442- A/22-BTD 03.08.2021-56) The Chamber of Commerce Members Discount is valid for the academic year in which the student receives the discount and is not continuous.

    (5) (Additional clause SD 27.07.2021-442- A/22-BTD 03.08.2021-56) In order to continue to benefit from the discount, students must meet the conditions a, b, c and d in the first paragraph and submit their Income Tax or Corporate Tax declarations at the beginning of each academic year to prove that they meet the condition in clause e.

    (6) (Changed SD 27.07.2021-442- A/22-BTD 03.08.2021-56) Students, who apply to take advantage of this discount, must submit the following documents completely to the University until the end of 5 business days starting from the tuition fee payment deadline announced in the academic calendar, and an approved income tax return or corporate tax return must be submitted to the University at the beginning of each academic year.

              a) (Changed  SD 27.07.2021-442- A/22-BTD 03.08.2021-56) (Değişik SK 12.08.2020 406/11-MHK 18.08.2020 42) The original of the chamber activity certificate to be obtained from the relevant Trade Registry Office by the real persons and the approved income tax return,

The application dates are announced on the University web page, and the Scholarship/Discount Commission, authorized by the Board of Trustees, evaluates and selects eligible students who ranked in national and/or international competitions upon the recommendation of the University Administrative Board, taking into account the University's budget and opportunities. Which national and/or international competitions will be evaluated is determined by a commission composed of personnel and experts appointed by the Rectorate from within and/or outside the University and presented to the University Administrative Board.

    (2) (Changed SD 21.06.2023-505-2023-19-C/4-BTD 06.07.2023-81) Culture and Art Discount covers tuition and/or dormitory fees.     (3) Students, who continue their education at Izmir University of Economics and who are ranked in national and/or international competitions, must meet the following conditions in order to apply for the Culture and Art Discount:

    a) Not having received any disciplinary punishments throughout education

    b) Having a cumulative grade point average of at least 2.00 out of 4.00,

    c) Not having any unsuccessful or non-attendance course,

    ç) Actively continuing cultural and artistic activities,

    d) Being actively involved in all official competitions or organizations,

    e) Participating in the meeting invited by the University when deemed necessary

    f) Having successfully represented the University in the previous academic year,

    (4)  The Culture and Art Discount does not cover summer school fees.

    (5)  The Culture and Art Discount is valid for the academic year in which the student receives the discount and is not continuous. The total discount/scholarship amount to be applied to students over the semester tuition fees is determined by adding the Culture and Art Discount to their current discounts/scholarships.

    General Provisions

    ARTICLE 19 - (1) In the event of students receiving OSYS Scholarship or OSYS Discount transferring, requirements specified in “Regulations for Transfer on Associate and Undergraduate Level” shall be in effect.

     

    ARTICLE 20 - (1) The scholarships awarded by Izmir University of Economics are complimentary and they do not bind the students with any financial or service obligations.

     

    Effectiveness

    ARTICLE 21 - (1) This Regulation takes effect on the date of its approval by the Board of Trustees.

    ARTICLE 22 - (1) The Rector of the Izmir University of Economics enforces the provisions of this Regulation.

    a)   Group 1 field: Athletes, who won medals in Olympic, Paralympic and Deaflympics Games, Youth Olympics, World and European Championship Finals of the Olympic and Paralympic sports in the senior category, World and European Cups Finals of the sports of which World and European Championships are not held.

    b)   Group 2 field: Athletes who participated in World and European Championship Finals in the category of U-21, Youth and Stars in Olympic and Paralympic sports,  World and European Cups Finals of the sports in the category of U-21, Youth and Stars of which World and European Championships are not held, athletes who won medals at the European Games, University Games, Mediterranean Games, Islamic Games, European Olympic Youth Summer and Winter Festivals, World Championships organized by FISU (International Federation of University Sports), and athletes who participated in the Olympic, Paralympic and Deaflympics Games and Youth Olympics.

    c)   Group 3 field: Athletes who won medals in international  competitions and tournaments in which at least 16 athletes from countries attended in the individual sports and at least 9 teams from countries attended in team sports that are held in Olympic and Paralympic sports branches and included in the competition calendar of international federations, and athletes who participated in World and European Championship Finals in the category of U-21, Youth and Stars in Olympic and Paralympic sports, and athletes who participated in World and European Championship Finals in sports in the category of U-21, Youth and Stars of which World and European Championships are not held.
